On March 7,2015,the State Council approved the establishment of the China(Hangzhou)Cross-border E-commerce Comprehensive Pilot Zone.As the first pilot zone in the country to undertake the mission of pioneering exploration,Hangzhou will reach the 8th anniversary of the establishment of the pilot zone in 2023.

Since its establishment eight years ago,the Hangzhou Cross-border E-commerce Pilot Zone, with the core of“six systems and two platforms”,has repeatedly replicated and promoted the“Hangzhou experience”of cross-border e-commerce to other pilot zones across the country, achieving remarkable results and evident effectiveness.

Eight years ago,as a college student,Cheng Long, the founder of Jiande Dijia Textile, returned to his hometown.Shortly after,he noticed that his family-owned textile factory, which had started as a traditional ODM/OEM business, was struggling without any orders. He decided to take over the factory and ventured into cross-border e-commerce,embarking on a journey to build our own brand. In less than a year, the high-quality weighted blanket, crafted with precision, became a sensation on Alibaba International. In 2022,Dijia Textile achieved a sales revenue of over$48 million on Alibaba International and Amazon platforms.Over the past eight years, there have been many entrepreneurs like Cheng Long who started from scratch and carved out a niche in the blue ocean of cross-border e-commerce.

Nowadays,Hangzhou has become a source of innovative policies for cross-border e-commerce.It is the first city in the country to pilot various business models such as“small package export”, “direct mail import”, “online shopping bonded import”,cross-border B2B export, and bonded export.Hangzhou is also leading the way in exploring new models such as cross-border e-commerce return centers, global hub warehouses, designated delivery, and“bonded import+retail processing”.

After seven expansions,by 2023,the total number of comprehensive pilot zones for cross-border e-commerce in China has reached 165,covering 31 provinces. The spatial distribution of cross-border e-commerce pilot zones has become more balanced, expanding from coastal areas to the central and western regions, and from first-tier cities to third and fourth-tier cities.During the 5th China International Import Expo in 2022,the Hangzhou pilot zone,as the only representative of national comprehensive pilot zones for cross-border e-commerce,was featured in the national exhibition area showcasing China's achievements in opening up to the world over the past decade.

As the first comprehensive pilot zone for cross-border e-commerce in China,Hangzhou is confident in the future of cross-border e-commerce.We believe that the new format of cross-border e-commerce will benefit more businesses and consumers, allowing more regions and people to enjoy the dividends brought by economic globalization and digitalization.
