The Cross-Border E-Commerce Case of Hangzhou Is Listed on The List of Chinese Cases in The Third Round of China-EU Regional Policy Cooperation of NDRC

To deepen and expand the mechanism of China-EU regional policy cooperation,expand the space for mutually beneficial and win-win cooperation between the two sides,and promote the stable and healthy development of China-EU relations.After expert review and case regional defense,the study identified the Chinese case area of the third round of China-EU regional policy cooperation,with a cooperation period of 2021/ 2023.Among them,the Hangzhou cross-border e-commerce case was included in the list of Chinese case areas.

According to the interpretation of experts from the National Development and Reform Commission,the new round of Chinese case areas have distinct characteristics,and the Chinese case areas rely on unique resource endowments and have distinct areas of cooperation with Europe.Relying on the first-mover advantage of cross-border e-commerce,Hangzhou has built a cross-border e-commerce comprehensive test zone,cross-border e-commerce payment institutions and cross-border e-commerce logistics system,promoting cross-border e-commerce cooperation between China and Europe.

In recent years,cross-border e-commerce"Hangzhou experience"has been replicated and promoted at home and abroad.Last year,China(Zhejiang)Free Trade pilot Zone was successfully approved,and the world's first eWTP public service platform was completed and put into operation.With the steady progress in the construction of overseas parks,the status of"Belt and Road Initiative"as an important node city has become increasingly prominent.

Hangzhou is the first comprehensive test area for cross-border e-commerce in China.Since its establishment in March 2015,the cross-border e-commerce"Hangzhou experience"with"six systems and two platforms"as the core has been replicated and promoted to 104 other comprehensive test areas across the country.The export scale of cross-border e-commerce in Hangzhou in 2020 is nearly five times higher than that of five years ago,and the import and export of cross-border e-commerce in Hangzhou has maintained a rapid growth trend this year.

Hangzhou local cross-border e-commerce platform Global Express,Alibaba International Station,Wholee,Foreign Trade Express,Jiku and other annual exports of about 245 billion yuan,covering more than 200 countries and regions,serving more than 600000 small and medium-sized enterprises.Among them,AliExpress is not only the largest B2C platform for cross-border e-commerce in China,but also has become a world-famous third-party platform for cross-border e-commerce,ranking first in Russian and Spanish e-commerce websites and among the best e-commerce websites in France,Italy,Poland and other European countries.Hangzhou's well-known cross-border e-commerce platform Wholee,relying on a strong supply chain advantage,ranks first in the number of APP downloads in the UK.

The controlling party of world first,a well-known British cross-border payment institution,is located in Hangzhou.Hangzhou cross-border payment enterprises PingPong,world first,Lian pay all have local service organizations in many places in Europe,with an annual transaction volume of nearly 500 billion yuan.

In the past three years,Hangzhou Xiaoshan Airport has opened 13 cargo flights to Europe.From January to September this year,international(regional)air cargo volume was 134700 tons,an increase of 77.52 percent over the same period last year.Hangzhou Jiacheng International cooperates with Hungary's"EXO"logistics to build a China-EU cross-border e-commerce transit center in Budapest.It integrates China-Europe railway and European local distribution resources,improves logistics efficiency,and reduces the original 21-day delivery time from China to Europe to 16 days.At present,40-50 tons of Chinese goods are transferred and distributed to consumers in seven Eastern European countries through the center every day.

This year,Hangzhou Comprehensive Test Zone,together with Alibaba,held the third GDT Global Innovation and Entrepreneurship Competition for universities around the world and the second Global Cross-Border E-Commerce Innovation and Entrepreneurship Competition for overseas students in China.Among them,more than 170 teams have signed up in Europe,involving 38 European universities,with a total enrollment of about 600 people.

In order to better promote the development of cross-border e-commerce and solve the problem of the last kilometer of service,Hangzhou Comprehensive Test Zone integrates resources from all sides to explore and build an overseas service network,and 108 overseas service stations have been identified in two batches.Among them,there are 39 sites in Europe,covering logistics,payment,law,taxation,etc.,to protect the"brand"of small and medium-sized enterprises.
