China's State Council approved the establishment of Cross-border E-commerce Comprehensive Pilot Zone(hereinafter referred to as Pilot Zone)in 27 cities and regions including Ordos on February 8,2022.The expansion of Pilot Zone will play the positive role of cross-border e-commerce in transforming and upgrading traditional industries,promoting industrial digitization and high-quality development of foreign trade.
After this expansion,Pilot Zones in China has reached 132,basically covering the whole country.Pilot Zone clusters have been formed in the Yangtze River Delta,Pearl River Delta and other places,which will strongly support the development of cross-border e-commerce,a new foreign trade format.
According to customs data,China's cross-border e-commerce import and export volume reached 1.98 trillion yuan,an increase of 15%in 2021,in which,with an obvious leading role,Pilot Zone effectively promotes the stable and rapid development of cross-border e-commerce.
From 2015 to 2022,the State Council has released 6 batches of national Cross-border E-commerce Comprehensive Pilot Zone lists.The expansion is not only the state's support for cross-border e-commerce,but also an affirmation of the previous cross-border e-commerce pilots.After six expansions to a more balanced spatial distribution,it has developed from coastal areas to the central and western regions,and from first-tier cities to third-and fourth-tier cities.
This reflects the development idea of China's gradual reform and opening up:on the premise of effectively managing and controlling risks,a set of effective development paths has been gradually explored by setting up pilots and encouraging pilots and pilots to avoid risks and effectively promote cross-border electricity,development of new business formats.
In terms of support,the overall preference is to export cross-border e-commerce.This is a new model transformed and upgraded from traditional international trade.The B2B mode of customs supervision mode codes 9710 and 9810 and overseas warehouses are the focus of the pilot.In the next few years,the transparency and standardization of data in cross-border e-commerce will become a major trend,and the B2B model will still be the mainstream.At the same time,the weight of overseas warehouses will become more and more important.
As the first Pilot Zone in China to undertake the mission of pioneering exploration,Hangzhou is about to usher in the historical node of the 7th anniversary of the establishment of the Pilot Zone.Confident in the future of cross-border e-commerce,we believe that it will benefit more enterprises and consumers,enabling more regions and more people to enjoy the dividends brought by economic globalization and economic digitization.
